Mr. Biggs-Bavison

asked the Secretary of State for the Home Department whether, having regard to the size of the payments made to relatives of civilians killed as a result of the disturbance in Londonderry on so-called Bloody Sunday, he will seek either through the Criminal Injuries Compensation Board or otherwise to make proportionate financial provision for the relatives of civilian victims of terrorism.

Compensation is already payable, under the Criminal Injuries Compensation Scheme, to those injured and to the dependants of those who have died as the result of acts of terrorism in this country. I believe that the Criminal Injuries Compensation Scheme provides the best basis for compensation in these circumstances. Between the Old Bailey explosion on 8th March 1973 and yesterday £96,436 had already been paid in respect of terrorist outrages.
