This would depend on the form and content of economic and monetary union. The Council Resolution of 22nd March 1971 on the attainment of EMU envisaged that measures leading to full EMU would be based on the existing provisions of the Treaty of Rome or on Articles 235 or 680W 236. The existing provisions which might be relevant are Articles 2, 6, 103 to 109 and 145.
