asked the Secretary of State for Industry, in view of the drop in price, if he will make a statement on the recycling of waste paper.

I am aware of the current over-supply of certain grades of waste paper and my hon. Friend the Under-Secretary of State—the hon. Member for Oldham, West (Mr. Meacher)—has discussed the situation with representatives of the paper-making industry. He has asked the industry to consider its policy on stock building to see what relief this could give, and indicated that we should be prepared to consider any proposals which fall within the ambit of the Industry Act.
