asked the Secretary of State for the Home Department whether he will make a statement on his policy with regard to the increase or decrease in the number of Commonwealth immigrants and aliens, respectively, to be allowed to enter and settle in the United Kingdom.

As I have already announced, it is my intention to make such limited changes in immigration policy as may from time to time seem desirable. It is not my purpose to increase or decrease numbers coming here but to try to operate what are generally agreed to be necessary immigration controls in a way compatible with both justice and humanity.
