asked the Secretary of State for Wales whether he can give to housing authorities in Wales an indication of the cost to rate funds of the house building programme which he is urging them to undertake.

Assuming that the subsidy proposals contained in the Housing Rents and Subsidies Bill now before the House become law, and making other cautious assumptions about building costs and interest rates, I estimate that, in 1974–75, 14,000 houses could be built in Wales for 1p on the rates. The number of houses which can be built for a 1p rate in individual authorities' areas will depend on the rateable values of the areas; for example, in Swansea the same assumptions suggest that nearly 1,000 three-bedroom houses could be built to Parker Morris standard for a 1p rate.
