asked the Secretary of State for the Home Department what action he has taken or intends taking to recover the near £12 million of fines outstanding as at 30th June 1974.

The figure to which my hon. Friend refers includes fines for which the time allowed for payment had not expired. The enforcement of fines is a matter for the courts but advice has been given to justices' clerks on means of improving their fine enforcement machinery and the position is kept under review.
