asked the Minister of Agriculture, Fisheries and Food what are the different schemes that could be used for prohibiting the use of fertiliser for non-agricultural purposes; and how much would each cost to administer.

Mr. Bishop

It would be necessary to determine whether the enforcement of any such prohibition would be applied primarily at the point of manufacture, with the possibility of some diversion of agricultural fertiliser at later stages, or at the point of sale or use. But fully effective enforcement would almost certainly involve a substantial need for inspection. I am satisfied that, in view of the small amount of fertiliser involved, detailed analysis of alternative hypothetical schemes is not justified.
