Mr. Sillars

asked the Secretary of State for Foreign and Commonwealth Affairs if the EEC has rules about the employment of set numbers of member State nationals in its institutions; and if he will give details of any arrangements now operating in terms of nationals employed and grades of appointment.

A general balance is maintained between nationalities but there are no formal rules. The staff regulations do not permit posts to be reserved for a particular member State. At the time of the enlargement of the Communities the regulations were modified for one year so that posts could be filled by nationals of the three new Member States.
