Mr. Stanley

asked the Secretary of State for the Environment what estimates of traffic flow, of the proportion of heavy vehicles, and of traffic speed, in accordance with paragraphs 2 and 3 of Schedule I of the Noise Insulation Regulations 1973, were used in determining entitlement to noise insulation for houses along the M20 (Ditton Bypass).

Mr. Carmichael

The estimates were

  1. a. at the western end, Nepicar to A228: 65,560 vehicles a day in 1986 with 7.313 per cent, heavy vehicles;
  2. b. at the eastern end, A228 to Coldharbour: 73,042 vehicles a day in 1986 with 7.397 per cent, heavy vehicles;
  3. c. speed: 108 km/hr.

asked the Secretary of State for the Environment whether the prediction method or the measurement method, as set out in Schedule I of the Noise Insulation Regulations 1973, was used in determining entitlement to noise insulation for houses along the M20 (Ditton Bypass).

Generally the prediction method. Where this method was impracticable the measurement method was used.
