Mr. Hooson

asked the Secretary of State for Wales what is the total payment in Powys under the need resources element of rate support grant in 1974–75; and if he will estimate the amount for 1975–76.

Mr. John Morris

Under the first Rate Support Grant Order for 1974–75 the amount of needs element grant for Powys for that year was about £7.5 million and the amount of resources element grant about £4.3 million, a total of £11.8 million. Taking into account the increase order the amounts payable will be about £10.4 million and £4.8 million respectively, a total of £15.2 million. The first estimate of the amount of needs element grant in 1975–76 is about £10.6 million. The amount of resources element grant for each local authority in 1975–76 will depend upon the level of expenditure of that authority.

asked the Secretary of State for Wales how much rate support grant will be paid in Powys under the sparsity and super-sparsity factors in 1974–75; and if he will estimate the amount for 1975–76.

Under the first Rate Support Grant Order for 1974–75 the amount of grant to be paid in Powys in that year on account of sparsity of population was about £3.9 million. Taking into account the Increase Order the amount payable will be approximately £5.4 million. The first estimate of the amount payable for 1975–76 is about £5.2 million.

Mr. Roderick

asked the Secretary of State for Wales if he will publish for each local authority in Wales the amount of rate support grant it is proposed to give under each section in the current year and the figures for last year.

The needs and resources elements are subject to change following a possible further increase order. The present authorities came into operation on 1st April 1974, and it is not, therefore, possible to give corresponding grant figures for 1973–74.
