asked the Secretary of State for the Home Department whether he proposes any changes in the arrangements for passengers to complete landing and embarkation cards on entering or leaving the United Kingdom.

Yes. In order to help passengers through immigration control, to provide a further safeguard against evasion and to improve statistics, I have decided that citizens of Commonwealth countries and citizens of the United Kingdom and Colonies who are subject to immigration control, as well as foreign nationals, as at present, should complete cards in future. The requirement will also extend to citizens of the Republic of Ireland travelling between the United Kingdom and places outside the common travel area.

I propose to introduce this change in March 1975.

These arrangements are additional to the completion of cards by passengers travelling between Great Britain and other places within the common travel area which may be required under the provisions of the Prevention of Terrorism (Supplemental Temporary Provisions) Order 1974.
