Mr. Rost

asked the Secretary of State for the Environment what he estimates would be the savings in energy consumption by Government civil and defence buildings if optimum insulation standards and improved control equipment were provided; and what would be the estimated cost above the £5 million a year he is allocating to this programme.

The £5 million a year is intended to provide improved insulation and improved heating controls at Government buildings for which I am responsible where it is economic to do so. For various technical reasons it would not be possible to carry out these measures all at once. Each building has to be looked at according to its construction and the purpose for which it is used. All measures must show a worthwhile saving of fuel. The £5 million a year is an estimate of the full amount required for these measures.
