Mr. Hooley

asked the Secretary of State for Foreign and Commonwealth Affairs, following the declaration on 20th November by the United Kingdom representative to the United Nations that the Palestinians are central to the Middle East conflict and that they must be fully in- volved in any settlement, how Her Majesty's Government propose that the Palestinians should be so involved; and what representatives he considers should be recognised for such purposes.
