Mr. Biggs-Davison

asked the Secretary of State for the Environment when he will be in a position to make a statement on the proposals in the London Rail Study to relieve overcrowding on the eastern part of the Central Line.

Even with the maximum possible service in operation, overcrowding will exist here in both the short and the long term. Both the proposals in the study are long-term, involving the construction of new lines, and I do not envisage any early decision on their implementation. It is the passengers themselves who can have an immediate effect by varying their journey times to avoid overloading in the peak hour. I do not believe that this is unreasonable or impossible for at least some of them.
