asked the Secretary of State for the Environment when the decision in principle was made to proceed with the construction of the Harvington bypass; when tenders will be requested for the construction of this bypass; and when construction will begin.

It was decided in September 1974 to retain the scheme in the firm programme. Its priority is now being reviewed in the light of expenditure cuts, rising costs and other changes in the economic situation. An early decision is likely. If the scheme proceeds, tenders should be invited within four months and work should start in about mid-1975.
