asked the Secretary of State for Education and Science if he will change the proposals for reorganising higher education so as not to isolate the university from the other institutions.

I assume that my hon. Friend is referring to the reorganisation of higher education in Wales. I consider that the proposals which I have already approved offer the best means of development in the areas concerned. I will consider proposals from other local education authorities on their merits when I receive them. Whatever the outcome, I would expect the University of Wales to continue to have an important rôle through the validation of degree level work of many kinds, particularly in relation to teacher training.
