§ Mr. StrangMy hon. Friend the Minister of State explained to my hon. Friend in the answer to his Question of 31W 5th December—[Vol. 882, c. 1926–8.]— the steps that the Government have taken to encourage production from grass. The question of any further changes in subsidies is one for the forthcoming annual review. It remains the Government's view that the only fully effective solution to the problem of increasing grain supplies to people in the Third World is to increase production in the countries of the Third World itself.
