§ Mr. Roy JenkinsWe have been applying the Immigration Rules with sympathy and understanding, in the light of conditions in Cyprus and all the other relevant factors, but the United Kingdom cannot admit all those who have had the misfortune to lose their homes and wish to come here.
The greatest difficulties have arisen where we have had reason to believe that those applying to enter as visitors intended in fact to settle. To save an abortive journey across Europe, it would be in their interests to apply for an entry certificate at the nearest British embassy or high commission before they began their journey.
