Mr. Gould

asked the Chancellor of the Exchequer whether he will publish figures showing capital movements between the United Kingdom and other Common Market countries for the past four years.

Mr. Dell

Comprehensive estimates of capital movements between the United Kingdom and other EEC countries are not available. Information on some components, including direct investment flows to and from the Six original member countries for years up to 1972, is published in "United Kingdom Balance of Payments 1963–73" (The Pink Book).

Mr. Gould

asked the Chancellor of the Exchequer what controls are currently imposed on the export of capital to Common Market countries.

Capital movements to all countries outside the scheduled territories are controlled under the Exchange Control Act 1947. The controls are the same for Common Market countries as for all other countries outside the scheduled territories, with the minor exception of limited concessions for personal capital transfers so as not to inhibit the free movement of labour. The controls are intended to ensure that capital movements take place in ways which place least strain on the balance of payments and on the reserves.
