asked the Secretary of State for the Environment if he will take account of the effects of the dangerous dumping of toxic waste carried out by Redland Purle at Pitsea in formulating the guidance he proposes to issue to local authorities.

Mr. Denis Howell

The guidance which will be given to local authorities in connection with the implementation of the Control of Pollution Act 1974 will have regard to many factors. These will include the experience gained from the administration of the Deposit of Poisonous Waste Act 1972 and the recommendations of various working groups

examining the problems associated with the disposal of certain industrial wastes. Specific advice will be given about the form and content of the waste disposal plans which are to be made under Section 2(2) of the Act and these plans should lead to a more rational disposal pattern for all controlled wastes.
