asked the Lord President of the Council if the Government will consider, within their devolution proposals, establishing a Scottish Steel Corporation to be controlled by a Scottish Parliament.

The White Paper "Democracy and Devolution: Proposals for Scotland and Wales" recognised the strong desire for more decision-making in Scotland in the industrial sector. It also pointed to doubts about whether—and, if so, how far— executive power in this field could be devolved to a Scottish assembly. Relations between the nationalised industries and a Scottish assembly is one of the issues currently being examined in the context of the devolution proposals.
