Mr. David Steel

asked the Secretary of State for Foreign and Commonwealth Affairs how many people have been refused a British passport or had a passport revoked under each of the five categories of disqualification for each of the past 10 years.

Except for two categories the exact numbers are not recorded.

Category (a). Although passport facilities might initially be refused the approval or consent of the person, court or other authority having the relevant rights over the child is subsequently obtained in virtually all cases.

Category (b). Very few.

Category (c). 1966, 1 person on grounds of known criminal activities.

1968, 4 persons who were active in Biafra.

1969, 3 repatriated Congo mercenaries.

Category (d). Passports were restricted in the following numbers of cases until the debt was repaid:
