asked the Secretary of State for Employment whether he will take steps to ensure that the proposed Employment Protection Bill contains provisions preserving the freedom of newspaper editors to include material written by outside contributors even where a closed shop situation exists.

No. I regard this as a matter more suitable for negotiation between those employed on newspapers and their employers than for legislation.
