asked the Secretary of State for the Environment if he will take steps to end the situation whereby drivers, requiring annual medical tests of fitness to drive, have to pay the full three-year fee on each annual occasion.

Mr. Carmichael

Yes. I propose that when the new arrangements for "till 70" licensing come into operation early in 1976 drivers applying for a full licence shall pay a once-for-all fee, which will cover that and all subsequent licences. This will apply to drivers whose licences have to be limited for medical reasons as well as to those whose licence runs until they are 70.
