asked the Secretary of State for the Environment whether he is aware that the provision of better thermal insulation for houses by injection into cavity walls is being hindered by local authorities requiring separate planning applications in each case, which causes delay and financial difficulties for contractors; and if he will seek powers to make such separate permissions unnecessary.

It is for local planning authorities to decide whether the process of thermal insulation proposed in a particular case needs planning permission—which would generally be unlikely—or building regulation approval.
