asked the Secretary of State for Industry if he will seek to negotiate arrangements whereby United Kingdom postage stamps would be accepted by the postal service in the Isle of Man.

No. Under the agreement made in May 1973 between the Minister of Posts and Telecommunications and the Government of the Isle of Man postal services in the island are administered by the Manx authorities, who could not be expected to entertain a loss of revenue from the use of United Kingdom postage stamps instead of their own.
