asked the Secretary of State for the Environment if, in his examination of the problems of recycling waste, he will consider setting up a national scheme for the collection and recycling of waste paper, bottles, etc.

Mr. Denis Howell

The demand for waste paper and used glass containers in relation to the supply and reuse potential of these materials does not appear to justify such a national scheme at the present time.

We are, however, considering the establishment of a Waste Management Advisory Council, which could examine, among other things, the prospects for recovery of waste materials for reuse and the arrangements for such recovery in relation to a realistic demand for the materials.
