asked the Secretary of State for Defence whether stage 3 of the incomes policy applies to the 30,000 civilian workers employed by Her Majesty's Government in Germany.

No. Pay and conditions of service of locally-entered civilians employed in Germany are settled between the German Federal Minister of Finance in agreement with representatives of the sending States' forces on the one side and the appropriate German trade unions on the other, having due regard to the general practice of local good employers.

asked the Secretary of State for Defence what pay increases in £ sterling were received by the civilian workers employed by the British Forces in Germany from the beginning of the operation of the incomes policy.

The pay of locally-entered civilians of the Ministry of Defence in Germany is generally revised on 1st January every year and two major awards have been made since the current United Kingdom incomes policy came into effect on 7th November 1972. As the awards apply to some 800–850 different occupations in 14 pay groups, it is not posible to give figures for pay increases to individuals but the total costs were as follows.

The 1973 award covered basic pay and an improvement to the Christmas bonus and the estimated additional cost over the period 1st January to 31st December 1973 was £6,794,500—converted to sterling at the then prevailing rate of DM7.00=£1.

A further pay settlement was made effective from 1st January 1974, but for certain grades negotiations are not yet complete. Nevertheless, the additional cost arising over the period 1st January to 31st March 1974 is estimated to be £1,975,800—converted to sterling at DM6.20=£1.
