asked the Secretary of State for Trade what guidance his Department is currently giving to airline operators about the levying of excess aircraft fuel charges; and on what basis airlines may raise these charges.

These are matters for the Civil Aviation Authority. The authority has in recent months approved two increases of 6 per cent. and 7 per cent. respectively in fares for scheduled international services on account of heavy worldwide increases in civil aviation costs. The authority does not regulate prices for carriage on charter flights, but is monitoring the fuel surcharges which are being applied to determine whether they are fully justified.
