asked the Secretary of State for the Environment if he will list the circumstances in which business rents for shop premises can be increased.

Where a contract of tenancy provides for a rent review, or where a new contract is being negotiated, the rent reserved under the contract may be determined by agreement between the parties, or as otherwise provided for. In most cases, however, the amount of rent actually to be paid in respect of shop premises will be restricted to the level in payment on 5th November 1972, under the Counter-Inflation (Business Rents) Order 1973. Where this order applies, limited increases in rent can be made in certain cases where there has been variation in the terms of the tenancy or substantial change in the use of the premises, where improvements to the premises have been carried out, or where the initial rent was at a concessionary level and the increase in rent takes place during or on completion of the first 12 months of the tenancy.
