asked the Secretary of State for the Environment if he will assist in identifying and preventing the unpleasant smells in a three-mile radius of the high level bridge crossing the Manchester Ship Canal on the M63; if to this end he will consult the local people who have to live in this polluted atmosphere; and if he will make a statement.

The Public Health Act 1936 placed the responsibility for dealing with statutory nuisances, including smells, on the local authority. 1 understand that an action in the High Court was initiated by the former local authorities against one of the alleged sources of bad smells. While this action may be continued by the successor authorities it would not be proper for me to make any comment.
