§ Mr. Michael Lathamasked the Secretary of State for the Environment whether, in his forthcoming proposals for land nationalisation, he will take no steps which would permit local authorities to buy compulsorily, at agricultural value, land already owned by a builder which was previously purchased by the builder at development land prices, or land which the builder is under contract, whether conditional or otherwise, to buy at development land price, once planning permission has been obtained.
