Mr. Lomas

asked the Chancellor of the Exchequer if he will institute a system of review of the decisions of the district

(3) what income is now necessary to give a married man with two children the equivalent purchasing power after tax of an income in 1939 of £1,000 a year, £2,000 a year, £3,000 a year, £5,000 a year, £7,000 a year and £10,000 a year, respectively, on the basis (a) that the whole of the income is earned, (b) that the whole of the income is from investments, and (c) that half the income is earned and half from investments;

(4) what income is now necessary to give a married man with two children the equivalent purchasing power after tax of an income in 1945 of £1,000 a year, £2,000 a year, £3,000 a year, £5,000 a year, £7,000 a year and £10,000 a year, respectively, on the basis (a) that the whole of the income is earned, (b) that the whole of the income is from investments, and (c) that half the income is earned and half from investments.

On the basis of the tax proposals for 1973–75 announced in the Budget, the figures are: valuer in cases where representations are made about the level of his valuations.

I take it my hon. Friend is referring to rating valuations. There is a full appeal procedure against rating

assessments which enables ratepayers to challenge valuations before independent local courts, with a further right of appeal to the Lands Tribunal. I think this is the right way to tackle the problem.
