§ 48. Mr. Warren
asked the Secretary of State for Employment if he will publish the terms and conditions of the "Social Contract" which exists between the Government and the Trades Union Congress.

§ Mr. Booth
The basis of the Social Contract is set out in the TUC-Labour Party Liaison Committee report "Economic Policy and the Cost of Living" which was published in February 1973. The report envisaged the need for continuing discussions between the Government and the TUC of the kind we are now holding.
