asked Her Majesty's Government:

Whether the driver of a car going at less than the maximum speed alone a three-lane motorway is allowed to keep in the middle lane even when the near-side lane is empty; and if not, what steps are being taken to discourage this increasing practice.

LORD GARNSWORTHY

The normal driving rule, "Keep to the left" (that is to the left hand lane) also applies on three-lane motorways. Rule 114 of theHighway Code states, however, that the driver may stay in the middle lane when there are slower vehicles in the left hand lane but should return to the left hand lane when he has passed them. Publicity to encourage better lane discipline will be continued.
