asked the Secretary of State for the Environment if he will issue a circular to local authorities recommending local authorities not to authorise the making of compulsory purchase orders for gardens until attempts have been made by the local authority to negotiate with the individual owners over the possible sale of their gardens, as failure to do so is causing concern in the London borough of Havering.

No. Negotiations to purchase by agreement should always be considered, but it is for the local authority to judge whether and when the circumstances justify direct resort to the compulsory purchase procedure.
