asked the Secretary of State for Employment what are the latest figures and the comparable figures for each of the previous 10 years for the number of factories with joint safety committees; and what percentage of the workforce in factories employing more than 50 people is estimated to be covered.

It is regretted that comparable information over 11 years is not available. Two surveys of factories employing more than 50 workers have been carried out, the latest in 1969. The results are as follows:

mentally changed. Average earnings on a much broader classification are to be found in the published annual reports of the National Coal Board. Surveys of average earnings carried out by the board for a week in October enable more detailed figures to be given for the last two years. These exclude current increases in earnings consequent on increases in weekly basic rates of £8.21 for coalface workers, £8.71 for other underground workers and £6.71 for surface workers and increased payments for night work. The average earnings relate to men covered by the coal mining agreements who work part of a shift or more during the week in question and exclude payments for rest days and individual holidays. The figures are as follows:

by the National Coal Board, the number of these at present unoccupied, and the average number left unoccupied in each of the three previous years and the estimated degree of under-occupation in those currently let.
