§ Sir Bernard Braineasked the Secretary of State for the Environment whether, in view of the objections of the elected local authorities and amenity groups in South-East Essex to the building of oil refineries 285W on Canvey Island close to residential population, he will now revoke the outline planning permission given to United Refineries Limited and make a discontinuance order against Occidental Refineries Limited in respect of its proposals to build such refineries.
