asked the Secretary of State for the Environment when he will be bringing Part III of the Local Government Act 1974 into effect.

Mr. John Silkin

Part III is already in force, but in order to be investigated by a local commissioner a complaint must relate to maladministration which occurs on or after 1st April 1974.
