asked the Secretary of State for the Home Department when he now expects to receive the report of the Commission on the Constitution; and what procedures he intends to adopt to ensure the fullest consultation with the political parties thereafter, particularly as the report affects Scotland and Wales.

The Report of the Royal Commission on the Constitution has been received. As my right hon. Friend the Prime Minister announced on 23rd October, it will be published on 31st October, when he will make a statement about the Government's proposals for handling it.
