asked the Secretary of State for the Environment why compulsory passenger insurance is imposed on owners of mopeds and other motorised two-wheel vehicles which have no provision for carrying passengers.

asked the Secretary of State for the Environment what is the purpose of compulsory passenger insurance for motor cycles.

Mr. Peyton

To ensure that any passenger injured through the negligence of his driver can get the compensation due to him in law.

Mr. Roderick

asked the Secretary of State for the Environment if he will give his reasons for retaining compulsory passenger insurance for motor cycles that are incapable of carrying passengers.
