§ Mr. Peter ThomasAs soon as possible, but the process will take some months. The bulk of appointments will be made by local authorities and voluntary organisations, which will need to consult together about the allocation of places. The first matter to be decided is the number and size of community health councils. I shall be consulting local authorities in each area on this very shortly.
