asked the Secretary of State for Scotland what steps are being taken to amend the planning Acts to make them more flexible, allow full expenses to all parties at planning inquiries, and to deal with the planning of sea routes.

Member for South Ayrshire (Mr. Sillars) on 18th October.—[Vol. 861, c.305.] The Government's observations on the Select Committee's report covered the matter of expenses. Planning legislation deals with land use: I have no proposals affecting uses related to sea routes.
