§ Mr. Eldon GriffithsLoan sanction for expenditure of £140,000 on phases I and II of this project was given on 21st July 1972 under the programme for infrastructure works in development and intermediate areas announced in July 1971. It was only after this programme had been terminated that I learnt of phase III of the scheme. It was not, therefore, possible to consider it under that programme. The only source of capital available for projects such as this centre is the locally determined sector and, as I have explained to the hon. Member, this year's allocations have already been made.
