§ Mr. Boscawenasked the Secretary of State for Social Services whether he has considered ways of including self-employed persons in the State Reserve Pension Scheme since the passing of the Social Security Act 1973.
§ Mr. DeanThe position remains that it would not be practicable to set up a system of collecting fully earnings-related contributions for all the self-employed, comparable with that for employed earners and their employers, and for this reason they cannot be included in the Reserve Pension Scheme.
