§ Dame Patricia Hornsby-Smithasked the Secretary of State for the Environment, in view of the use of residential streets for parking by commercial vehicles, if he will consider seeking powers to make it a condition that those applying for or renewing licences for vehicles over 30 cwt unladen weight be required to prove that they have adequate off-street parking space to accommodate their own vehicles.
