asked the Secretary of State for Employment what action he has recently taken to ensure that firms in Scotland employ their legal quota of handicapped employees.

There are not enough registered disabled people in Scotland to enable all firms with 20 or more employees to employ a 3 per cent. quota of such persons, but my Department's disablement resettlement officers are constantly in touch with employers to help them to comply with their statutory obligations under the quota scheme. Moreover, the stricter inspection procedures, which were introduced in 1971, continue to be applied.
