§ Mr. Dudley SmithI appreciate the interest which my hon. Friend has in this366W Act which he presented so successfully to Parliament. However, I can only repeat what I said whilst the Bill was being debated. I hope to see it become effective at about the same time as the new local authorities outside London come into existence next year.
