asked the Secretary of State for the Environment what has been the normal time for dealing with applications for driving and vehicle licences since the opening of the new computer centre in Swansea; and what steps he is taking to ensure that this time is kept as short as possible.

Some applications for provisional driving licences have been delayed by strikes. Current applications are normally cleared within 10 working days, which will I hope be reduced soon to five. The renewal of full driving licences and the issue of vehicle licences at present continue to be done by local taxation offices.
