Mr. Edward Taylorasked the Secretary of State for the Environment if he will inquire into the reasons why a Cathcart resident, Mr. McCulloch, who applied for a provisional driving licence on 9th March, details of whose case have been sent to him, has not received his licence from Cardiff; to what extent there is a general delay in issuing such licences; and if he will make a statement.
